Abstract
Coles House, known officially as the Young Women’s Boarding Home Association, arose from the 1891 merger of the Boarding Home for Young Women (1433 Lombard Street) and the Clinton Street Boarding home (913-915 Clinton Street). Both homes were founded by Mary Coles, the first in 1866 and the second in 1871, and intended to serve Protestant working girls of good moral character under the age of 26. Board charges were subsidized to make it more affordable. Shortly after the merger, the home at 1433 Lombard street was closed and sold. A property at 834 Pine Street was purchased in 1896 and operated until 1924. The remaining home on Clinton Street was named “Coles House” in honor of founder Mary Coles, who had died in 1920. Coles House was expanded to include the house at 917 Clinton Street in 1945 and 911 Clinton Street in 1965. Coles House (the Young Women’s Boarding Home Association), including its earlier iterations, operated for over 135 years. The Clinton Street properties were sold in 2002, and proceeds were used to establish the Coles House Fund, a donor-advised fund administered by the Philadelphia Foundation. The collection includes minutes, correspondence, managers reports, resident records, annual reports, bank and payroll records, paid bills and petty cash receipts, and some photographs.

Background note

Coles House, known officially as the Young Women’s Boarding Home Association, arose from the merger of two similar Philadelphia organizations in November 1891. The boarding houses were both founded to serve Protestant working girls under the age of 26 with good moral character. Board charges were subsidized to make it more affordable.

In 1865, Mary Coles and a small group of Episcopal women were concerned about the temptations and perils faced by young working women in the boarding houses of Philadelphia. They resolved to provide an appropriate housing option for this vulnerable group. After raising a few hundred dollars, the women found a suitable house at 1433 Lombard Street and began operations in October 1865. The Boarding Home for Young Women was incorporated in July 1866 to provide a “comfortable and permanent home to young working girls" (First Annual Report of the Boarding Home for Young Women, Box 40 folder 4). The board price, set at three dollars per week, included two daily meals and was subsidized by subscriptions and donations.

The Lombard Street home had space for twenty-eight boarders, but demand far exceeded capacity, and by early 1871, Mary Coles had decided that a second home was necessary. With the assistance of some of the organizers of the Lombard Street home and other women, funds were raised to purchase a house. A property was rented on Spruce Street until the house at 915 Clinton Street was purchased in May 1872. The Clinton Street Boarding Home for Young Women opened in November 1872 with room for thirty-one residents. In 1875, the house next door at 913 Clinton Street was purchased, bringing capacity to fifty-six. An endowment fund was established in 1881, and later another fund was established for expansion of operations.

The two boarding homes operated in parallel with separate charters and management, though with considerable overlap of individual members. While the Clinton Street home prospered, the Lombard Street home struggled to meet expenses. The Board of Managers of the Clinton Street home decided to meet its goal of expanding services by accepting an offer to take over the Lombard Street facility. In 1891, the organizations merged and incorporated as the Young Women’s Boarding Home Association, with Mary Coles named as permanent president.

In 1893, the Lombard Street home, still running at a deficit, was closed and sold. A house at 834 Pine Street was purchased, renovated, and opened in September 1896. A number of Clinton Street residents chose to move to the new place. The Pine Street house was again renovated in 1901 and reopened in 1902 with increased capacity.

Around 1906, George C. Thomas asked the Young Women’s Boarding Home Association to take over operation of the Bessie Memorial Home on Catharine Street for 10 years. At the expiration of the agreement, operations were transferred to the Girls’ Friendly Society.

The Pine Street home struggled financially during and after World War I. In the early 1920s, the deficit increased annually. The house was also deemed unsatisfactory for the standards of living of the day. As a result, the Board of Managers closed the home in December of 1924, and sold the property for $30,000. The Young Women’s Boarding Home Association was thus reduced to the two adjoining properties on Clinton Street. In 1930, the Board of Managers named the remaining home “Coles House” in honor of founder Mary Coles, who had died in 1920. In 1945, the house at 917 Clinton Street was purchased from the estate of Mrs. Effingham Perot. The new home was renovated and opened in November 1945.

Societal change in the mid-20th century affected Coles House in many ways, and the applicant pool slowly diversified. Residents were no longer required to be Protestant. International applicants were accepted. Coles House residents were now primarily students of vocational schools or colleges or recent graduates. For some residents with mental illness or in recovery, Coles House served as transitional housing from a more structured setting to independent living. At the same time, the subscription model of support for organizations was becoming obsolete. Funding dwindled, and occupancy decreased. The financial situation became critical in 1959. The board scraped through the crisis and looked beyond its traditional networks for support. In 1962, Coles House applied to the Edward Atkins Estate Trust for funding and subsequently reorganized as a 501(c)(3) organization. A disbursement of principal from the trust underwrote the purchase of 911 Clinton Street in 1965 and subsequent renovation of all four properties, bringing all the buildings up to code and increasing the number of resident rooms. After completion of the work, Coles House again operated at capacity, with 80 residents and a waiting list. The boom lasted less than a decade. Reduced demand for housing was attributed to educational institutions providing accommodations for their students. Occupancy fell by half in the early 1970s, prompting cost-cutting measures. The upper floors of 911 Clinton Street were closed, and the assistant directress and secretary were laid off. The board applied to the Atkins Trust for money to cover the deficit.

Over time, proceeds from the Atkins Estate provided the main financial support for operations. The trust effectively solved the financial problems, but with the passage of the Fair Housing Act in 1968, it created a legal problem. A stipulation of Atkins’ 1934 will dictated that support would be given to organizations that assisted “white working girls,” and this clause directly conflicted with the new federal law. The lawyers advised the Board of Managers in 1969 that they would be legally justified in accepting a Black applicant. However, lawyers for the Atkins Estate Trustee advised all parties that in that event, the Trustee would be obligated by law to stop disbursements to Coles House. Further, taking the matter to court might result in the Trustee being ordered to call for new funding applications. The matter stood at an impasse until 1973, when the United States government took legal action over housing discrimination. In 1974, in conjunction with the Audit of the Estate of Edward Atkins, lawyers for Coles House petitioned to modify the terms of the trust to allow admission of Black applicants. The matter was settled by consent decree which outlined new admissions procedures and provided compsensation offers to Black applicants who had been denied admission.

In 1980, the Board of Managers evaluated the viability of Coles House in the late 20th century. The charter was updated, by-laws were rewritten, and organizational and staff structures were updated. A newly elected Board of Directors replaced the Board of Managers. Coles House’s daily operations would be run by an Executive Director, Executive Housekeeper, and two Resident Assistants.

Coles House (the Young Women’s Boarding Home Association), including its earlier iteration as the Boarding Home for Young Women, operated for over 135 years. While the Clinton Street properties were sold in 2002, the spirit of Coles House continues to help women who need housing in Philadelphia. The proceeds of the sales were used to establish the Coles House Fund, a donor-advised fund administered by the Philadelphia Foundation.

Scope and content note

Series 1, Administrative and operation records (836-1997, undated) documents both the lifespan of the Young Women’s Boarding Home Association as a corporate entity and its day-to-day operations.  Subseries 1.a, Administrative records (1836-1990, undated) includes organizational documents; correspondence; minutes; and insurance, legal and real estate documents.  Subseries 1.b Operational records (1865-1985, undated) contains documents pertaining to house maintenance and renovation, managers’ reports, register books, and resident applications and files. A substantial amount of resident files (24 boxes) are present for the 1970s-1980s. However, due to the presence of sensitive information, resident files are closed to researchers for 75 years from the date of creation (departure from Coles House). Full resident lists have been compiled, and researchers may inquire about the presence of specific individuals.

Series 2, Financial records (1867-1997, undated) includes ledgers and journals; statements and reports; and bank, board and rent, transaction, payroll, and tax records. Annual reports start with the first annual report and are present for most years between 1867-1980. Bank documents often include sensitive payroll information, and for that reason, many are closed to researchers for 75 years from the date of creation. Board and rent records span just over a century (1880-1984) with modest gaps. Transaction records are extensive, with the bulk dating from 1951-1984, including 32 boxes of paid bills and petty cash receipts. Payroll records containing sensitive information are closed to researchers for 75 years after the date of creation.

Series 3, Graphic materials (1923-1997, undated) is a small series containing graphic materials including photographs, blueprints, architectural drawings, and road maps. The photographs include snapshots from a 1936 event, “The Windows of Old Philadelphia,” held on Clinton Street. There are two folders of photographs taken for the circa 1967 promotional brochure, and these document many interior spaces of Coles House.

Series 4, Miscellaneous (1867-1982, unadated) contains miscellaneous items, books and other printed matter, and artifacts. The published materials The only artifacts in the collection are keys, one ceremonial and one to the back gate.

This collection has several strengths. The managers’ books and house mothers’ reports illuminate details of daily operations, and taken with the registers, they provide insight into the lives and circumstances of young white working women in the late 19th century and early 20th century Philadelphia. Meeting minutes show the intersection of daily operations and organizational-level concerns. Resident files, though not yet open to researchers, illuminate the nature of mid- and late 20th century young working women and students. The main weakness of the collection is a lack of records for the final 15 years of Coles House’s existence.

Processing note

With the exceptions of the financial and resident files, the collection had little organization before processing. Therefore, the collection was arranged by function and chronologically under each heading. Wherever possible, labeled files were kept as received and placed in acid-free folders. Resident files were likewise maintained as recieved. These are arranged chronologically by year of departure from Coles House and alphabetically within the year. Resident files are restricted for 75 years from the year of departure. A few volumes and files have been cleaned for mold. Researchers with sensitivities to mold should exercise caution when handling these materials.

2. Financial records (1867-1997, undated) 

Scope and content note

This series contains financial records such as ledgers and journals; statements and reports; subscriptions and donations; and bank, transaction, payroll, and tax records. Annual reports start with the first annual report and are present for most years between 1867-1980. Bank documents often include sensitive payroll information, and for that reason, many are closed to researchers for 75 years from the date of creation. Board and rent records span just over a century (1880-1984) with modest gaps. Subscription and donation files include a significant amount of correspndence. Transaction records are extensive, with the bulk dating from 1951-1984, including 32 boxes of paid bills and petty cash receipts. Payroll records containing sensitive information are closed to researchers for 75 years after the date of creation.
