Abstract
The HBE Foundation was founded in 1987 by Bruce M. and Elaine E. Brown in Wayne, Pennsylvania. HBE served both as a grantmaking organization and a philanthropic consultancy. Grants supported cultural, educational, humanitarian, literary, and religious efforts in the Delaware Valley, with a preference for the city of Chester. The collection contains a variety of administrative and operational documents, including financial material, tax forms, correspondence, and detailed grant files dating from 1990 to 2020, with a few related personal papers dating back to 1954.

Background note

The HBE Foundation was founded in 1987 by Bruce M. and Elaine E. Brown in Wayne, Pennsylvania. The name of the foundation was derived from the initials of the families (Houston, Brown, Eldredge) whose wealth earned over several generations was used to fund the endowment. The first grants were distributed in 1990. Bruce Brown’s son, Carter Houston Brown, was named a trustee in 2015.

According to the application guidelines of 2002, the HBE foundation had “a broad interest in cultural, religious, scientific, literary, and educational concerns, especially in the Delaware Valley,” but considered humanitarian efforts in the City of Chester to be a priority. Annual grant totals ranged between $34,000 and $150,000. Schools, libraries, and programs for children were frequently found on the annual recipient lists. Humanitarian needs were funded through organizations that help disabled people live more independent lives and others that provide food and housing. The foundation also supported efforts to educate leaders of nonprofits through the Pennsylvania Association for Nonprofit Organizations Standards for Excellence program, Delaware Valley Grantmakers (now Philanthropy Network Greater Philadelphia), and other organizations.

HBE engaged in full-service philanthropy by serving both as a grantmaking organization and a philanthropic consultancy, not only helping charities to fulfill their missions, but to do it better. Grant recipients benefitted not only from the funding, but also from Brown’s advice and connections. The foundation was small and unstaffed. Brown read proposals only in the winter months to accommodate his family commitments and his seasonal work with the Hoxie Harrison Smith Foundation. Nonetheless, site visits were an important component of the vetting process.

Bruce Maitland Brown was born in September 1947, the younger son of Charles Stuart Brown. He grew up in Moyland, Pennsylvania, and attended Media Friends School and then Episcopal Academy. He earned a bachelor’s degree in government from Lawrence University in 1969. After two years in the army, he enrolled at the University of Kentucky and completed a master’s degree in political science. He was hired by the Food and Drug Administration (FDA) in 1973, where he was eventually named acting deputy director for press relations. In 1987, he accepted a position as Vice President for charitable trust administration with Philadelphia National Bank.

Bruce Brown engaged in philanthropic work throughout his adult life. He served on many executive boards while running the HBE foundation, such as Eastern University and the Hoxie Harrison Smith Foundation. One of his early philanthropic experiences took the form of volunteer work in the community while stationed at Fort Sam Houston in San Antonio, Texas. Others were fundraising for the Class of 1969 Fund at Lawrence University, as well as serving a 2-year term as co-chair of the Lawrence University Alumni Fund. He was elected to the Lawrence University Alumni Association Board of Directors in 1982 for a 3-year term. In 1989, Bruce Brown merged his professional and volunteer work and started his own philanthropic consultancy and nonprofit, the HBE Foundation. In his own words, Brown was a “birthright Episcopalian raised by the Church to be an orthodox Anglican,” who was uncomfortable with the leftward shifts of the church over time. These values informed his funding decisions. During the period He concomitantly served on many executive boards during this period, including that of Eastern University and the Hoxie Harrison Smith Foundation. He passed away in 2020.

Scope and content note

The HBE Foundation was founded in Wayne, Pennsylvania, in 1987 by Bruce M. Brown. The collection contains a variety of administrative and operational documents, including financial material, tax forms, correspondence, and extensive grant files with material dating from 1954 to 2020.

Series 1 (1988-2020) contains the administrative and financial records of the HBE Foundation. These include organizational documents, tax records, investment account statements, clippings, correspondence, notes, and unsorted files. There are twelve volumes of grant award and acknowledgement letters spanning from 1990 to 2020. The documents in series 1 have been grouped into administrative records, investments and financial records, tax records, and unsorted files. The administrative records are organized by major topic. Investment and financial records are sorted alphabetically and chronologically. Tax records are chronological.

Series 2 (1954-2020) consists of the grant files maintained by Bruce Brown for the HBE Foundation. The files are organized alphabetically with unsorted files at the end. Records include correspondence, grant applications with supporting documents, clippings, and publicity materials for charitable organizations.

Series 3 (1990-2020) contains media and small artifacts extracted from the grant files. The media consists of an audio cassette, CDs, and DVDs, which acted as supporting materials for grant applications. Artifacts include a ballpoint pen, a badge, button pins, and a keychain. The 2008 Annual Report for the Please Touch Museum is in the form of a board game and therefore included with the artifacts.

While the HBE Foundation wasn’t established until 1987, some of the materials date to the 1950s. There are photos from when Bruce Brown was a student at Media Friends School. Papers from the 1970s and 1980s document the Brown family's commission of several bronze sculptures; these are filed in the Zoological Society of Philadelphia folders.
