Abstract
This collection contains the papers of Natalie Saxe (later Natalie Saxe Randall), campaign coordinator and organizer of the Democratic Party in Philadelphia, director of the Committee for Philadelphia established by Joseph Sill Clark and Richardson Dilworth, executive assistant to Richardson Dilworth during both his stints as mayor of Philadelphia (1956-1962) and president of the Philadelphia Board of Education (1965-1970); and lobbyist in Harrisburg for Lincoln University, the Academy of Natural Sciences, Pennsylvania Academy of the Fine Arts, and Franklin Institute, among others. The collection is comprised of office and personal files, papers related to political campaigns in all Pennsylvania counties, and a set of her appointment books, agendas, work diaries, and travel journals.

Background Note

Natalie Saxe was born in 1923 in Philadelphia, where she lived all her life. She graduated from the Philadelphia High School for Girls (1941) and attended the University of Pennsylvania, majoring in Psychology and graduating in 1944. Soon after graduating, she started doing volunteer work for Richardson Dilworth’s campaign and eventually worked as one of Dilworth's campaign managers when he won the race for city treasurer in 1949. Saxe also worked as the “advance man” (a term she liked to use) during Dilworth’s run for the Pennsylvania governorship in 1950, an election in which he was defeated. However, during these years they established a great working relationship that would last until Dilworth’s retirement form public service in 1971.

Richardson Dilworth became mayor of Philadelphia in 1955 and Natalie Saxe was named his executive assistant; in 1959 Dilworth won a second term and Saxe stayed with him in the same capacity. In 1962, when Dilworth resigned to run for governor of Pennsylvania for a second time, Saxe became his campaign coordinator. Since Dilworth ran on a ticket alongside Joseph Sill Clark (who ran for U.S. senator), Saxe was also heavily involved in Clark’s campaign; Joseph Sill Clark won his bid for senator but Dilworth lost to Republican candidate William Scranton. Natalie Saxe went on to work at the local level on President Lyndon B. Johnson’s 1964 re-election campaign and also played a big role when the Pennsylvania delegation to the Electoral College convened that year. In 1965 Dilworth was appointed president of the Philadelphia School Board by newly elected Philadelphia mayor James Tate and Saxe returned to her role as Dilworth’s executive assistant. During her years with the Philadelphia Board of Education Saxe carried out a large amount of leg work with Harrisburg officials. This gave her a solid set of skills, insider knowledge, and contacts and connections which she used as consultant and lobbyist for several higher-education institutions and cultural organizations after Dilworth’s retirement from public life. At the head of her own consulting firm, Natalie Saxe lobbied in Harrisburg on behalf of the Pennsylvania Museums Coalition, Lincoln University, the Academy of Natural Sciences, Pennsylvania Academy of the Fine Arts, Museums Association of Pennsylvania, and Franklin Institute, among others. Natalie Saxe (Saxe Randall after marrying David Randall in 1981) also served on numerous boards: the Women’s Democratic Club of Philadelphia, the Delaware River Port Authority, Pennsylvania Federation of Democratic Women, and Commonwealth Mental Health Foundation, among others.

Natalie Saxe Randall died in 1999 at her home in the East Falls neighborhood of Philadelphia.

Scope and Contents

The papers of Natalie Saxe Randall span from 1923 to 1998 and give an account of her involvement in Democratic Party politics in general, and her trajectory as a behind-the-scenes mover and shaker in the Philadelphia political environment in particular. The collection contains correspondence, handwritten notes, typewritten reports, memoranda, newspaper clippings, address books, daily journals and agendas, photographs, travel diaries, and printed ephemera. The documents reflect both her personal life and her work as political campaign and convention coordinator (at the local, state, and national level), her long working relationship with Richardson Dilworth, and the work she did as consultant and lobbyist for several organizations including Lincoln University, Franklin Institute, and the Pennsylvania Academy of the Fine Arts.

The collection is divided into three series: Office and Personal Files; Pennsylvania Counties; and Agendas, Diaries, Travel Journals, and Address Books. Series I,  Office and Personal Files, is the largest and is arranged in alphabetical order with no distinction between subject and name files. Except for a few instances (loose papers found between folders, loose greeting cards, or documents in need of unfolding and now housed in large flat files) all folder titles were retained from Saxe Randall. No clear distinction is made between office and personal files. Although certain folders are clearly about personal and/or family matters, folders she titled Personal contain correspondence with city officials, representatives of the state, and private sector employees, their contents depicting work and political matters. This series contains papers about (or produced by) Richardson Dilworth, Joseph Sill Clark, Genevieve Blatt, George Leader, David L. Lawrence, James H. J. Tate, Adlai Stevenson, and John F. Kennedy, among many others.

Series II,  Pennsylvania Counties, contains correspondence, schedules, and notes from Dilworth’s campaign for the 1962 Pennsylvania gubernatorial election, sorted by county.

Series III,  Agendas, Diaries, Travel Journals, and Address Books, span from 1936 to 1998 and details, particularly between the years 1960 to 1990, Saxe Randall’s engagements, both personal and professional. This portion of the collection also features address books, Rolodex cards with information on her contacts, and several travel journals describing her trips to countries in Europe and other parts of the world.

Scope and Contents

This portion of the collection contains correspondence, handwritten notes, typewritten reports, schedules, memoranda, newspaper clippings, photographs, speeches, broadsides and other promotional material, and minutes from numerous meetings attended by Natalie Saxe in different capacities (political campaign coordinator, board member, executive assistant to the mayor of Philadelphia, consultant for cultural organizations, etc.). Most folders in this series are a combination of personal and office files (the distinction is not always clear since several officials she corresponded with were also her friends) and their titles reflect both subject content and name files. A sizable amount of material in this portion of the collection depicts her collaboration and work for Richardson Dilworth not only when he was mayor of Philadelphia but also stemming from his years as president of the Philadelphia Board of Education.

II. Pennsylvania Counties 

Scope and Contents

In 1962 Richardson Dilworth resigned as mayor of Philadelphia to run in the Pennsylvania gubernatorial race. This portion of the collection contains the papers produced by Natalie Saxe while working on the Dilworth campaign. Saxe served as “advance man” (a term she herself used) in all Pennsylvania counties, gathering data ahead of Dilworth’s visit to each county.
