Abstract
This collection contains the papers of Herbert Welsh, noted political reformer and activist, founder of the Indian Rights Association, editor and publicist, and advocate for the conservation of the forests of Lake Sunapee. The collection also contain papers collected by Herbert Welsh, mostly by his father John Welsh, Philadelphia merchant, U.S. diplomat, and chairman of the International Centennial Exhibition of 1876. The collection spans from 1759 to 1935 with the bulk of the materials covering the years between 1898 and 1925 and includes correspondence, financial files, papers related to Welsh’s interests and activism, broadsides, pamphlets, serials, newspaper clippings, scrapbooks, and photographs.

Background Note

Herbert Welsh was born in Philadelphia on December 4, 1851. The son of U.S. diplomat and Philadelphia businessman John Welsh, Herbert attended the University of Pennsylvania and later moved to Paris to study art. Returning to the United States he spent several years in the Philadelphia area working as a professional artist but gradually immersed himself in various reform and humanitarian causes. With other fellow Philadelphians he founded the Indian Rights Association (IRA) in 1882, which soon established itself as the most important organization working on behalf of the American Indian. The IRA had offices in Philadelphia and Washington, with a staff of lobbyists in charge of developing and influencing US policy and legislation, and field researchers visiting Indian reservations to gather data and to monitor the daily activities of U.S. Indian Service employees. As part of Welsh’s activism in matters affecting Native Americans he developed a close relationship with Theodore Roosevelt when the latter became Civil Service Commissioner.

Welsh was interested in civil service reform and became involved in municipal reform, not only denouncing corruption in Philadelphia but actively organizing groups and committees to support alternatives to the dominant political figures of the city. Instrumental in his quest to denounce political corruption was his work as founder and editor of the weekly journal City & State. From this platform Welsh wrote about all matters of political importance to Pennsylvania in general and Philadelphia in particular.

Another issue of concern to Herbert Welsh was imperialism. He was very critical of the interventionist role played by the United States after the Spanish American War and took a very vocal stance against U.S. intervention in the Philippine Islands, even writing a book ( The Other’s Man Country, 1900) about torture by American soldiers during the Phillipine occupation. His anti-imperialist activism connected with his involvement in international arbitration and his participation in the League of Nations. In the same vein, he was part of the Friends of German Democracy organization, and led efforts to call attention to the injustices committed against people in Turkey, Armenia, and Syria.

Welsh distinguished himself as a walker. For more than fifteen years, from age 63 to 79, Welsh walked from Germantown to Lake Sunapee in New Hampshire, twenty-five miles a day, every year from mid-May to mid-June. Welsh kept a diary of these walks that was published in The Philadelphia Ledger and later collected for a book titled The New Gentleman of the Road.

Welsh was also very involved with church, serving as Sunday school superintendant and vestryman at St. Michael’s Episcopal Church in Germantown.

Scope and Contents

This collection spans from 1759 to 1935, with the bulk of the materials dating from the years 1898-1925. The collection contains correspondence, financial and legal documents, essays, speeches, files related to Herbert Welsh’s activism, journals and diaries, scrapbooks, broadsides, serials, brochures and pamphlets, as well as other printed materials; photographs, prints, some drawings by Welsh, and letters, papers, and printed material from or about his father John Welsh, including papers about the Centennial Exhibition.

The materials in the collection touch on a variety of political, social and economic subjects: Indian rights, anti-imperialism, international arbitration, Philippine annexation, scandals involving American soldiers, Turkish atrocities, Armenian massacres, Syrian relief and education, domestic and foreign missionaries, and civil service reform. Portions of the collection related specifically to Pennsylvania and Philadelphia include papers about political corruption, reform movements, Post Office political discrimination, and electoral ballot reform, among others.

Several parts of the collection feature documents showing Welsh’s involvement with the Waldensian Society, establishment of the Friends of German Democracy, Society for the Protection of Forests, National Civil Service Reform League, Philadelphia and National Municipal League, Lincoln Independent Republican Committee, S.C. Swallow’s campaign in Pennsylvania, Pattison for Governor/ Pattison for Mayor, Anti-Combine Committee, and League of Nations.

The collection is divided in four series: Correspondence; General Files; Printed Matter; and Photographs, Prints and Drawings. Series I (Correspondence) is subdivides into six subseries: A. General, B. Autographs, C. Walking Letters, D. Sunapee Letters, E. John Welsh Correspondence and Papers, and F. Letterpress Books.  Series II (General Files) is subdivided into five subseries: A. Writings and Notes, B. Financial and Legal Documents, C. Interests, D. Journal and Diaries, and E. Miscellaneous.  Series III (Printed Matter) is divided into nine subseries: A. Broadsides, B. Circular Letters, C. Invitations and Programs, D. Brochures, Leaflets, Pamphlets, and other Publications, E. Resolutions, Acts, and Congressional Records, F. Serials, G. Newspaper Clippings, H. Miscellaneous Printed Ephemera, and I. Scrapbooks, Monographs, and Illustrated Tomes. The last series in the collection is  Series IV (Photographs, Prints, and Drawings).

Collection Inventory

I. Correspondence 

Scope and Contents

This series contains the correspondence of Herbert Welsh between 1870 and 1935. There are letters to and from prominent men and women, including presidents of the United States, cabinet members, members of Congress, jurists, scientists, scholars, civic reformers, and local and national political leaders.

This portion of the collection is divided into six subseries with the first one, titled General Correspondence, being the largest. This subseries is arranged in alphabetical order by name. The next subseries, Autographs, contains letters between Welsh and several prominent people, among them Theodore Roosevelt, Grover Cleveland, Henry Cabot Lodge, and Woodrow Wilson. Subseries C, Walking Letters, is composed of letters that Welsh wrote while traveling by foot from Philadelphia to Lake Sunapee in New Hampshire, a journey that he took for fifteen consecutive summers. Some of these letters were written as a diary and published in The Philadelphia Ledger and later became the basis for his book  The New Gentleman of the Road. The next subseries, Sunapee Letters, features correspondence he wrote while living in his summer house in New Hampshire. Subseries E, John Welsh Correspondence & Papers, contains papers from Herbert Welsh’s father. John Welsh, merchant and philanthropist, was himself a very distinguished Philadelphian. He served as chairman of both the Sanitary Fair held in Philadelphia in 1864, and the Centennial Exhibition Commission of 1876. John Welsh was also appointed minister to England by President Rutherford B. Hayes is 1879.

The last subseries contains copies of outgoing letters in volume format.

Scope and Contents

This portion of the collection contains mostly papers Welsh produced while pursuing his interests and performing duties related to his activism. These include but are not limited to his involvement in the Indian Rights Association, Friends of German Democracy, National Civil Service Reform League, and National Municipal League. This part of the collection includes his journals and diaries from 1883 to 1928, and also features financial and legal files from the 18th century (long before Herbert Welsh was born), most of them produced by his father John Welsh and with no clear evidence as to why were they collected by the son if for reasons other than as family mementos.

III. Printed Matter 

Scope and Contents

This series have been divided into nine subseries based of format. Broadsides are composed of official proclamations and news in poster format, most of them oversized.  Circular letters are printed correspondence also featuring political announcements, proclamations, and news. The next subseries  (Invitations & Programs) contains invitations to events received by Herbert Welsh as well as programs from some of these events. The subseries  Brochures, Leaflets, Pamphlets, & Other Publications contains material with similar content to that in the broadsides section but in smaller formats; this portion also features small publications such as reports, charters, scripts, opera libretti, codes of ethics, and poems. Several of the items in this subseries are in French. The next subseries  (Resolutions, Acts, & Congressional Records) is mostly composed of documents produced by the United States Congress. The subseries called  Serials contains periodical journals, bulletins, and newsletters, most of them about health and medical matters.

The remaining subseries are Newspaper Clippings, arranged by year and featuring a folder containing documents related to  City & State, a weekly journal published by Welsh;  Miscellaneous Ephemera, composed mostly of greeting and business cards; and  Scrapbooks, Monographs, & Illustrated Books, which is composed of bound publications as well as loose items found within them.

IV. Photographs, Prints, & Drawings 

Scope and Contents

This portion of the collection contains photographs and prints depicting Herbert Welsh, Welsh’s family members, and landscapes from Lake Sunapee, the house where Welsh spent his summers. There are also images of Native Americans and other subjects associated with Welsh’s work with the Indian Rights Association, as well as photographs and prints taken in Paris, France. The series also features several examples of pencil drawings and watercolors drawn by Welsh, an accomplished artist who attended art school both in Paris and at the University of Pennsylvania. This part of the collection also includes postcards featuring artwork, and several volumes of prints titled Representative Men of Philadelphia.
